Sorry, right after posting my response I noticed that the title of your question referred to the task board instead of the dashboard. In that case, you're most likely getting tripped up by the iteration filter that is automatically applied to the task board. The task board is most often used to manipulate and track items in the current iteration which is why we filter down to those items by default. If you want to see all items, just select the root iteration from the Area/Iteration Filter pane.
