Your best bet would be to try it out, but generally speaking, FiddlerCore is not designed to be used as a general purpose shared proxy server for thousands of users. There are techniques you can use to improve its scalability (e.g. streaming requests and responses, not storing traffic in memory longer than needed, etc) but I would expect that Squid and related products are better suited for high-load scenarios.
