The "besttechguru" page doesn't really understand what it is talking about; you can learn more about the EnableLoopback tool (which doesn't require Fiddler) here: http://blogs.msdn.com/b/fiddler/archive/2011/12/10/fiddler-windows-8-apps-enable-loopback-network-isolation-exemption.aspx
The problem with Cortana talking to localhost isn't related to a loopback exemption (loopback protection is provided by the Windows Firewall service, and disabling that has no effect).
