It is possible for the splitter in the Inspectors tab to be pushed below the visible height of the window; this is more likely to occur in the event of resolution changes. The value is stored in the registry as HKEY_CURRENT_USER\Software\Microsoft\Fiddler2\UI\tabsRequest_Height
Within Fiddler, you might try View > Stacked Layout or View > Wide Layout.
Alternatively, hold the SHIFT key while starting Fiddler, which will reset its UI layout to the default, but this will reset all layout.
